The challenge involves observing him in his natural habitat—a party. However, the game doesn't provide much guidance beyond that, which might leave you puzzled.
To proceed, you must complete Week 2's Found Quest. Start by talking to Big Dill on the roof of a building in Crime City about the party he wants to throw. He'll ask for your help in gathering four items: two containers full of drinks and two records. Note that some players, including those from The Escapist, have faced issues getting Big Dill to initiate the quest, so you might need to restart your game to get things moving.
All four items are located within the same building where Big Dill is found, including a drink container on the roof. Each item will have an icon with an exclamation point over it. Be cautious, as other players are roaming around Crime City, and they won't hesitate to disrupt your quest. Arm yourself with any weapons you find to defend yourself.
An alternative strategy is to land at a nearby POI or landmark to gather loot before heading to Crime City. This approach allows you to avoid the initial chaos at Crime City, which is a popular drop spot in Season 6, Chapter 2. Once you've collected the necessary items, return to the roof and talk to Big Dill again about the *Fortnite* party. Completing this will finish both the Found Quest and Stage 3 of the Wanted: Joss Outlaw Quests, rewarding you with a significant amount of XP.
With the party quest completed, you can move on to the next challenge, which involves eliminating players using the Collateral Damage Assault Rifle. If you play strategically, you can tackle this challenge in the same game by driving toward any gunfire you hear with the weapon equipped.
